Yes your heard correctly open beta, and whats better is that SEGA has decided to allow players from anywhere in the world. Initially SEGA said that the beta was only accepting players from Japanese IP addresses, and shared no plans for servers based outside of Japan. Good news! Sega has announced that they plan to release an English client in the near future. I’m Downloading the open beta as I write this, I really hope we get an English client soon.

Open Beta ends in 6 days so get on it if you want to try it, and remember the game is not finished and this is a Japanese beta. So don’t complain about it, and if you can’t figure it out well your out of luck, you can just wait for the English release.
